The first option is quicker (3600 ms vs 3200 ms) and matches the latency of the other one (CL18@3600 equals CL16@3200, 10 ns). ☆Note: On some CPUs, using two sticks can be simpler for the memory controller, though it might not support overclocking to 3200 with four sticks.

i7-7700 Z270 Asrock mobo 4x8GB Avexir (Hynix mystery die single rank) 2800Mhz 15-15-15-38 1.35v 2800Mhz 13-15-15-28 vs. 3200 Mhz 17-19-19-38? I also found stable at 3333Mhz on 1.4 volts and 19-21-21-38, though I think that setting isn’t the best. The actual latency is lower at 2800Mhz, but RAM performance depends more on data movement than just address access speed.

based on the ram cl calculator 2800 cl13, it outperforms 3200 cl17. the 3333 cl19 is the least ideal for gaming, as lower latency is preferable even if it means less bandwidth. dual channel is better than quad channel since the latter has higher latency, though a server doesn’t require ultra-low latency. for servers, quad or eight-channel setups are more suitable. try benchmarking with different ram configurations—such as moving from 1600mhz cl11 to cl10 and then cl9 (using ddr3)—to see the impact on fps.
