The 7700k might limit your options, and I don’t think they’re available at a fair price. Ryzen is the better choice. You won’t need the 3700x either. A 3600 should work just fine.
3700x and Rx 5700xt usually reach about 130 fps, whereas 7700 k and Rx 5700xt tend to hit around 120 fps. The gap isn't huge unless you can get a good price on the 7700 k. Also, keep in mind that the 3700x has eight cores, which makes it more efficient at handling heavy tasks.
