Prioritize more RAM first, but even then it won't significantly boost FPS. Then move to the CPU.

3 isn't baller. Four is baller. Three matches your name, because RAM runs in dual channel mode for optimal performance, which means using pairs of sticks. You only need 16 GB. Eight is insufficient, as you can't disable every other program. Thirty-two is excessive.

Considering upgrading to a Core i7 8700K and adding more RAM might help boost your FPS, but it depends on your current hardware limitations.

It was strange. I ran ROE on my i7-950 (first generation) with an Radeon HD 7770 and 8GB RAM, and everything worked smoothly without dropping below 60 and remained very stable.

without a new motherboard, the CPU can't run and you'll see zero frames per second. You need a Z370 or Z390 to enable overclocking.
