I'm planning to build a PC so I need to buy a PSU. Which of these four is best ?
Corsair: RM750e 750watt
SeaSonic: GX750 750watt
Enermax: REVOLUTION D.F. 12 750watt
Super Flower: Leadex III Gold ARGB 750watt
All four are roughly the same price.
So which do i pick?

The Enermax receives positive feedback and operates on ATX 3.1. Its noise increases rapidly due to an aggressive fan profile, and the semi-passive mode stops working once power drops below 25%. Are you considering the newer ATX 3.0 model or the older version from around 2021?

Is ATX 3.0 exclusively designed for Nvidia GPUs? Since I won't be using rtx.

ATX 3.0 represents the latest updates to power supplies. They include a GPU connector expected to become standard on high-end GPUs soon. Currently, only nVidia uses this connector, but AMD will adopt it shortly. Other improvements in the 3.0 specification are also notable, such as the need for higher gauge wiring.

Where is the 750w requirement located? Which CPU and GPU are you considering? Which country are you sourcing the PSU from?

I also vote for the SeaSonic. There is also a GX ATX 3.0 model, so if possible take that one.
High end GPU can be misleading. You have to check their power usage. Some modern GPUs use less power.

The Seasonic GX has performed excellently, having been in use for about 3 to 4 years without any problems, functioning perfectly.
