It should function properly, though I’m not an expert on how various AMD and Nvidia graphics cards can be used together in the same setup. I’m sure if it’s feasible to run them as described, the choice of board won’t matter. Using your cards at Gen 3 x8 won’t affect performance on a RX570, nor will it impact OBS streaming on a GTX960.
The performance remains the same regardless of whether the graphics card operates in 16x or 8x mode.
If a single graphics card performs well at 16x, then doubling the number of cards to 8x shouldn't change the output because they're likely sharing the workload evenly.
