It's an unusual situation since the 10th generation 10 core GPUs seem to outperform the 11700K in most scenarios. However, because the 10th generation is limited to PCIe 3, it appears unlikely to offer significant upgrades moving forward. Still, with the 11th generation nearly matching performance, PCIe 4 won't change much. In my view, Intel's 10th or 11th models are only practical for today’s GPU needs and may not be worth investing in soon. As others noted, with DDR5 on the horizon, it might be better to wait.
You're already using AM4, why change? If your board is sufficient, upgrade to a 5800x/5900x.

Changing platforms doesn't make much sense. Although a model like the 11700K will certainly beat the 3600, the improvement isn't significant enough to justify the $600-700 price jump for a new board and CPU. You could upgrade directly to a 5800X for similar performance at around $450. Even if you plan to spend more than $600, a 5900X would outperform anything Intel offers and remain more affordable.
Not sure about where you are, but where I am the used market sucks. Sure there is tons of hardware, but everyone wants top dollar for it, no matter what it is or the age. So you set a price that undercuts everyone just to make the sale, only to get lowballed. I still see peeps in my town charging scalper pricing for a CPU or ram I can buy on Newegg right now for less. But if you don't really care, or just want another rig I would look at either top end 10th gen, or something good in the 11th gen.. something middle to upper end.. Its a good time to buy right now.. except maybe GPU's.
I chose the 11700KF mainly because of its better IPC. This is more important for game development than for big AAA titles. My Space Engineers runs smoothly on the i9 10900k and 5800x, but it stutters on the i9 9900k unless you overclock it. The stock i9 9900k gives the same frame rate as the i9 10900k in Shadow of the Tomb Raider and outperforms the 5800x. The biggest advantage for my 5800x setup is the PCie 4 SSD, which only speeds up reading and writing. Since my rig uses a SATA SSD, that’s mostly wasted potential. The 5800x with PCie 4 didn’t beat the i9 9900k in Port Royal when they used the same GPU. That surprised me. My i7 8700k ran stock with a GTX 1080 Ti, but it needed overclocking for the 2080 Ti to get the best performance. Both my i7 8K and i9 9900k were overclocked from the start. The same applies to the upcoming i9 10900k—overclocking will be necessary for the 3080 Ti or 3090. What helps me now is streaming games at 4K on a TV, which requires around 120fps. My CPUs can handle that, so I’m well positioned for next-gen graphics.
