It really doesn't matter much. Both options are excellent, though if you mainly play on the GPU side, go with the I7. CPU-heavy games will run fine either way. Unless you prefer the prestige of an I9 with an I7, that's not necessary. You might also want to look into Ryzen as an alternative.
Ryzen offers superior performance for streaming compared to other options. You can find a strong core at a lower price, like the RYZEN 7 2700X for $164 in the US. It also surpasses my previous experience with the I7 9th generation.
