I need to purchase an i5 8600k and am currently deciding on the optimal cooler.
My motherboard is Asrock z370 Extreme4 and my case is Zalman z9 u3.
I'm considering the Noctua NH-D14.
My budget is 85.

The choice of "best" depends on personal preference.
Moderate performance is acceptable, or aiming for the maximum possible.
A model like the Cryorig H7 works well with mild overclocking.
For higher airflow, top-tier Noctua options such as the NH-D14 are solid choices if you plan to push a significant overclock.

NH-D14 has its charm, though it feels dated. The NH-D15 or the present BeQuiet Dark Rock 4 series stood out more favorably in terms of performance and cost.
