Valid IP addresses can be given to hosts, gateways, or network devices. The query wasn't about routing rules. For instance, you can allocate 4.4.4.4 with a full subnet mask or a partial one and it remains acceptable. Yet some broadcast addresses are off-limits.

238.0 is acceptable, 255.0 and 255.255 are not allowed, while the last value is valid.
