Hi there,
My specs:
AR7 TG-RGB
Asus Z370 extreme 4
1x Sigma pro corona rgb 120mm at the back
3x the same vents at the front
And optionally 2x the same at the top but not rgb if this matters but I think no
Seasonic focus plus 650w
I think that's all that matters but correct me if I'm wrong. Also my ram high is 44mm (2 pieces).
I want to get good OC, but I don't want some expensive coolers like noctua nh-d15 because of low budget. Hope I get some help or tips from you.

Get it now while it's cheap. Newegg ran out of stock and now it's selling for double the price of Noctua NH-D15.
If it's out of your budget or you don't like it (Installing it is pretty hard), use the reference link to see which one you like (most of the top ranking ones are water cooling).
Also, you're buying a pretty good system. Spend a 100$ to ensure it lasts and perform optimally. Never put a budget on good coolers and make sure you fill any spot you find with fans. (60CFM+ for good airflow)
EDIT: BTW, you would only need to OC it mildly (4.2-4.5GHz on all cores) to get a performance boost as most games are bottlenecked by GPUs. Games benefit highly by CPU OC when you're running high FPS (120+) or playing CPU intensive games like BF4.
