OpenEmu remains the top choice, though it appears to be limited to macOS currently.

So you just start downloading an emulator and ignore it, but once you get a ROM file to pair with it, you break the rules of copyright. Unless you’re getting the ROM from your own copy, which is the case here. Exactly what I mentioned.

I wasn't mistaken when I mentioned you could remove your own ROMs—it's the only legal method to run an emulator. However, since almost everyone who uses or asks about emulators is obtaining ROMs from others, it turns into a violation of the law.

For example, downloading off of XXX is illegal, but pulling a ROM from your own personal game cartridge is not. Nintendo emulators? As someone posted above, check out: http://www.emulator-zone.com You can find emulators for everything except PS4, Xbone, WiiU, 3DS, and Xbox 360 currently. There is a PS3 emulator out, but it's in a very early development cycle, but it is indeed a thing.
