Emulators are prohibited unless you create your own version of the game and save it as a ROM. Taking a ROM from someone else violates copyright. Whether you have the game yourself doesn't matter—laws apply globally. Unauthorized sharing of copyrighted material is still illegal under both local and international rules, including the Berne Convention. In the U.S., getting games via unauthorized means is also against the law.
