Hi guys. When your CPU usage is 11 percent but the frequency is at maximum, you shouldn't be too worried. Some games have low power requirements and don't need strong hardware. You can check your components using a GPU tweak app while gaming.

Your 10700 has 16 threads, which means a 11% usage rate equals two threads of work. If that task mainly involves one or two threads, the CPU will increase its speed to maximum turbo. This should be fine as long as temperatures and performance remain normal.
