It is in USD, and I initially inquired with the seller who confirmed it's a combination of new and used components. It seems to be a fresh case with a motherboard, power supply, RAM, cooler, 512GB SSD, and CPU. The only used items mentioned are reportedly just the GPU and a 2TB SSD.
