I cleaned my PC using a cloth, but it still won't display when the monitor is connected to the GPU or motherboard. I've replaced the CMOS battery and reattached the GPU and RAM. All internal cables appear to be properly connected, and fans and LEDs are functioning. During GPU cleaning, I removed the fans to remove dust behind them. I don’t have any spare parts available for testing. I’m uncertain if internal audio is present on the motherboard; without RAM or GPU, no beep codes appear, and debug LEDs remain inactive.
Specs:

PSU - EVGA 600 BQ
Motherboard - Z390-PRO TUF GAMING
The fabric was dry and the type of cloth used was unspecified.
It was a dry cloth; I utilized a microfiber alongside any parts and a regular kitchen paper towel on the case.
Well then, it's time to start fresh, rebuilding everything step by step. Begin with the motherboard and only connect the one with the VGA cable to the monitor. Power on the PC (sometimes it will beep loudly), then turn it off. Add a stick of RAM, power it back on. You should see a message indicating whether it beeps. If not, try installing the other RAM stick... And so on.
If something isn't working, you'll figure it out quickly. Keep in mind that some motherboards won't start if the CPU cooler isn't connected or is faulty. Also, ensure the CPU fan warning light in BIOS is turned on—my old 2009 model had this feature, so yours should too.
Also, double-check that all GPU fans are properly connected and that the PCIe slot is free of dust.
