The difference between 16 and 18 is minimal, likely just a few volts or milliseconds. DDR3 uses less because it has a simpler architecture compared to newer standards like DDR4 or DDR5, which offer better performance and efficiency.

It's not a big change at all. If you're focused on performance, that's another matter. DDr3 runs at a lower frequency with less latency. DDr4 is faster but needs more relaxed timing settings. DDr5 promises even higher speeds and even more flexible timing configurations. It seems to be following the rules of physics naturally.
