I understand you might be able to broadcast using an interface when operating with two computers simultaneously. However, could you explain the process of doing so with an interface?

Further clarification is required regarding your target setup. A reverse KVM switch may be necessary to receive audio from the source PC and route it to the Scarlett 2i4. Appropriate switching hardware and connecting cables will also be needed. For instance, if you opt for RCA connections, a device like the example shown would suffice. This appears achievable – we just need more specifics.

I’m hoping to utilize my current desktop computer for gaming while simultaneously capturing video with a capture card and transmitting it to my laptop. However, the microphone and in-game audio aren't being routed properly – El Gato seems to be the issue. I require both my microphone and game sound to be sent to my laptop so I can perform the streaming process there instead of my desktop, which would cause performance degradation when running a stream alongside gaming on the same machine.

I'm uncertain about the fundamental idea. For example, “stream and play simultaneously on a single device”.... If you’re gaming on your desktop computer, it will still require transmitting data (using a capture card) to your notebook, which could then be responsible for streaming. This additional processing step might actually diminish performance on the desktop. And all of this could be useless if your network infrastructure – including your router, modem, and internet service provider – isn’t sufficient for the task. Ultimately, the entire system is limited by its weakest connection. Please share your hardware specifications (your computer, laptop, and network equipment) to provide detailed information.
