Shadowplay might be able to handle OpenGL. Dolphin supports OpenGL. You could attempt desktop capture or use OBS as LoGicalDrm recommended.

Yes, OBS can record more than just games. It supports capturing web content, including pages from browsers like Chrome, as well as your desktop screen.

Yes. It has several modes. One is game capture which is optimized for games and you can use hotkey for detection. Another is window capture where it lists all open windows. Then there's monitor capture. You can select either whole screen or crop for static software. I use this last one for foobar and system monitoring gadget on my break scene.

Open your shadowplay preferences and let it document the screen, then switch to fullscreen dolphin and start recording.
