Right now my son's computer features an I7 9700 (possibly updated?) processor and a 1660 Ti GPU. It originally had only 460 PSU, but we just replaced it with an 850W unit to support a more powerful card. I'm looking for the best performance boost without causing a bottleneck. I'll need to check the available space for the new card since they sometimes use unusual card sizes. He plays at 1080p and his current rig has worked fine, but I'd like it to improve slightly. If you possess a quality PSU, I would examine the used market for either an Nvidia RTX 3070 or an AMD RX 6700 XT.
Either option would sufficiently boost the performance of the 1660 ti.
But if you prefer a more recent card and/or need additional VRAM capacity to support higher resolutions like 1440p, I suggest an AMD RX 9070, Nvidia RTX 4060 Ti 16GB or AMD RX 7800 XT.
I've revised this post several times, rearranging the cards to prioritize newer models (better efficiency/up-to-date components) or those that excel in ray tracing.
I've reconsidered the RTX 4060 Ti (16GB version) after hearing recommendations from others. I removed it initially because of mixed VRAM specifications and the challenge of balancing acquisition costs with simplicity.
He really sticks to his older equipment and is using two 165 Mhz cards with a 1 ms response time, both offering 1080p resolution. I just want to ensure he gets the optimal experience with what he currently has and those options. I found out from research that the 3070 would be a suitable fit for his CPU, but I wanted to confirm it with some real-world testing since not everything online is accurate. I believe either of these components will suffice until he’s prepared for a new system.
I've only had five processors throughout my career, excluding the first PC at home which ran a 200Mhz Pentium II.

In my present setup, I'm still using three 700GB WD hard drives bought around 2009 and a genuine 2-bit MLC Plextor M8Pe.

The 9700K should provide around 65 to 70% of the performance from an RTX 4090 at 1080P, which means it can manage up to a certain level of power. So options near that range or lower would work well.
At higher resolutions, it can deliver about 85% at 1080P and 90% at 4K. If you choose a more powerful card, playing at higher resolutions will help maintain better performance.

Small upgrade, RTX 3060 12GB

RTX 4070 Super is about as high as I would go with a typical alienware chassis.
7700XT are still available new from time to time. 7800XT is also a potential.
That said, you will need to be careful with the maximum dimensions of these cards. R8 should be limited to about 280mm.

Monsters like the 3090Ti and 4090 should not be put in such a computer.
A budget of 700$ seems perfect for a new computer and a 60fps monitor. I'm not a builder, so an APU setup would be better than purchasing a 300$ GPU. I've also heard that the latest APUs are quicker than a 1660.
