You have a budget PC with 6GB DDR2 RAM, a Core 2 Duo processor, and a 600W 80Plus power supply. A suitable operating system should be lightweight to avoid stressing the CPU. Consider Linux distributions like Lubuntu or Xubuntu for efficiency and stability.

Unlikely you require a minimal Linux distribution; Ubuntu works well. However, Lubuntu, Mint, or Zorin are lighter versions of Ubuntu. Lubuntu is a modified version of Ubuntu, Mint is a child of Ubuntu, and Zorin offers a more Windows-like experience.

Server runs exclusively via command line, similar to Ubuntu but without a graphical interface and with certain programs excluded.

It seems like you're suggesting Freenas, calling it the best choice.

Kali is an excellent Linux distribution. It offers both a lightweight and a complete version, with the full one typically requiring around 2GB of storage.

You can use any NAS software that isn't Linux, such as FreeNAS, and might want to pick a different operating system for your main OS.
