I have the same issue; after testing all parts, I found the problem was with the motherboard (Gigabyte B450 Aorus elite). The symptoms stayed the same. I tried cleaning it, but it didn’t fix the issue. I’m seeking a solution to repair it, even if it means purchasing capacitors. In my area, a motherboard costs half the minimum wage.
