The build isn't terrible, but the card has gone past $700. The outcome will mainly hinge on the budget and location.

I'm located in Canada, and a standard computer doesn't function well in humid conditions. I've owned the same computer since 2014, and both last year and this summer I've experienced the same issue. During humid weather, my computer freezes, making it impossible to use it. I can't press the emergency keys (Crt+Alt+Delete) to access the main task, nor can I move the mouse to shut it down. This situation requires actions that could harm the device. Until late June—since I acquired the computer in 2014—the tower was placed underneath the desk. Now it's on top of it. My parents believe a gaming PC might help, but I'm skeptical.

But I still don't know which gaming PC to choose, except that it must be a desktop and we have no budget for one.

Some of the options from the link should be suitable. I’m aiming for a 4C/8T CPU, 16GB RAM, and a 5800 or higher AMD or 1060 Nvidia graphics card. A 1050TI could also fit. It really depends on the cost.
I usually build my own, but a ready-made unit might be better. Video card prices are currently very low. With a prebuilt you’ll avoid overpaying, though not as much as with a custom build. I’m not into prebuilts, so it’s up to someone else to pick the right one.

The listed specifications indicate that a 5600G should be sufficient for the tasks mentioned. The IGP performs better than the GT 1030, which in turn is faster than the GTX 650. Current GPU prices make it challenging to suggest a single model, especially since the 5600G's IGP can manage titles at a lower cost. PCPartPicker Part List

And the positive part is when GPU costs stabilize, that board includes a PCIe port and you can install one. At $750 it makes sense. (I could look for a more advanced model, but that would still be feasible.)
