What steps should I take to resolve a boot loop that prevents the PC from finishing POST?
My computer has been functioning well for approximately four years (constructed in late 2019) and was operating normally previously. However, after performing an action and leaving it running, I returned a few hours later and discovered it was stuck in a loop. I attempted to clear the CMOS, updated the BIOS settings, and removed all RAM modules before reinserting them. The current POST light sequence is as follows: 4-5 seconds on DRAM, more than 3 seconds on CPU, over half a second off, then 2 seconds on VGA, and more than half a second before restarting the system. Right after the flash, the POST lights reset before the BOOT process began again (I restarted after reconnecting the monitor cable).

I also noted the presence of a Q-Code that frequently appears at "15" during the DRAM verification and then changes rapidly afterward.

You should manage to get that sorted as soon as possible.
Can you stay in BIOS forever? For your build, try testing with just the bare essentials.
You might also consider disconnecting all your drives to identify if the issue lies with hardware or software. If the problem persists, attempt booting from a USB with either the Windows installer or a Linux distribution.
