My cat sat on my laptop and did some strange magic I never understood. My page scrolls up sometimes while I scroll, and the cursor lights up on random icons, like the Google icon when looking up stuff. Reinstalling Windows didn’t fix the problem. How can I return to the default settings? I attempted to open BIOS and enter a command, but it didn’t help or I did it wrong.

Did you notice any keys that were unresponsive?

The magic might come from a specific keyboard combination that turns settings on or off. I'm not sure, but there could be other reasons.
Check your Windows version and look at all the keyboard shortcuts—it might be hidden key combos.
Cats do this too; it's just how they are. Get a dog.

When you know how to open the laptop, detach the built-in keyboard and try using a USB keyboard to determine if the problem lies with the internal one.
