if you game a lot and want good performance with higher in-game settings, you will want a more powerful card.

If you have the chance to extend the budget, a 5700x3d configuration would be significantly more advantageous.
The distance from Miami is not specified directly, but a nearby Microcenter has just opened. Their offers are very competitive. Based on your budget, you could allocate everything to hardware now and handle the license for windows later. You can operate without a license initially, though you'll notice a minor watermark and reduced customization options, but you'll still receive all security updates.
