netsh int tcp global rss = enabled
The main issue was that the command couldn't be found, but all other instructions were handled as expected.
Edit 1 - I had to use a restore point because I couldn't finish everything.

No, that's not correct. Four sticks shouldn't pose a problem. It will automatically consider both performance scores by default. I'll review each driver individually later today and inform you of any issues.

Ethernet is definitely the focus here. I turned off Wi-Fi because my PC can handle over 400 frames in Overwatch, but I limit it to 240 which matches my monitor’s refresh rate. I suspect the problem lies with my network, audio, and CPU. After running latencymon and updating my BIOS, changing the DRAM frequency to 5600, disabling Asus MCE, and enabling Intel dynamic tuning, I still encounter pops when using headphones. I keep stuttering during games and don’t know how to improve my network or adjust settings. I need a solution for all these issues but don’t know where to start. I checked buffer underruns and found a suggestion to set a custom virtual memory limit, but it’s just a temporary fix for upgrading. What upgrades are truly necessary? My rig has most of the high-end components, yet I still feel the need to upgrade. There are numerous network guides claiming to reduce latency, but I’m unsure which one fits my setup. I’ve tried several and had to revert often using restore points. I’m also confused about power management—why is my CPU throttling even when I’m not overclocking?

Did the bios update clear the CMOS? If not, you'll need to do this, since whatever problems the bios update addresses aren't resolved until the CMOS is cleared. Usually, this involves connecting two pins on your mobo. This might solve your issue.

When it cleared, did it then ask you to access the bios and make changes? If it simply restarted without any action, then it wasn't cleared.
