It's not the timepiece, it's the turbo boost.
My i7 11700K runs at 3.60 GHz by default and hits 5.0 GHz—nothing unusual.

Note: If you wish to lower the frequency, open Control Panel > Power Options and choose your preference.

I've already posted a thread about this.
The issue seems unusual. The system won’t power on despite recent fixes.
