Yes, you're correct and it functions perfectly.
Example
1366 platform with outdated BIOS
CPU Xeon 5680 from 2009/10
DDR3
Windows 11 is running smoothly for nearly four years now.

The caveat is that it might cease functioning with any Microsoft update. It's possible using different solutions. The future performance remains uncertain.

I completely agree with Microsoft.
Over the past four years, I've used Windows 11 on unsupported hardware. I got 1.460 days out of a cast-off system, and even if Microsoft sends updates online tomorrow, I wouldn't have lost anything for the extra mileage gained.
The endless cups of coffee while gaming, without AVX instructions.
I saved two whole generations of hardware upgrades—replacing parts four years ago for Windows 11 would be a market decision now, as those older parts are no longer viable.
Running Windows 11 on unsupported CPUs might not last, but right now it's like telling someone it might rain and you stay in; you missed a great day.

You can upgrade Windows 11 from version 10 directly using the built-in Windows Update feature.

My suggestion is to invest $25.00 plus shipping for a new SSD.
Disconnect your existing Windows 10 SSD/ hard drive and any other drives you own. Install Windows 11 on a brand-new SSD.
I’m very cautious about others’ personal data during older OS installations.
You should perform a clean installation of Windows 11 and proceed from there. If it still behaves poorly, ensure it’s not remnants of the old Windows 10 and only a driver for Windows 11 is required.
The added security comes from handling minor glitches without losing everything by upgrading to Windows 11 over Windows 10.
