I observed that while using PBO on the desktop with cache turned on, my 7950X3D sometimes hits about 4.9GHz and can even dip to 4.4GHz. Is this typical or should it stay above 5GHz? I’ve occasionally seen it reach around 5GHz on the desktop, but I’m not sure if that’s normal or not. In games it usually stays at 5GHz across most cores, but I’m curious how the CPU behaves in idle situations like when using YouTube or just browsing.

Not quite the right application. 100% throttle would likely imply you're making full power, or at least you're giving the engine every chance to ensure it can(assuming it's not held back in some silly way). Clock speed is more akin to RPM in an engine, where you can have a CPU run at 4GHz, but not really doing anything, but still utilizing a minimal amount of power to keep itself at that frequency. You can have the same situation where you allow the engine to slowly rise to its max RPM, and hold it there, but only at say 5% throttle. @Mando772004 , There is no 'right' clock speed, but you'll likely be fine with the Balanced power mode. The CPU will boost up and down based on the demands from applications. I wouldn't think too hard about it unless you think you're not getting the fullest performance from your CPU.
