I want to increase the performance of my CPU, I just installed my PC a few days ago. The setup is as follows:
I7 9700k
Evga rtx 2060 ko ultra
Noctua nh-d15 (cpu cooler)
Gigabyte z390 gaming x
Samsung ssd
Ram corsair vengeance lpx 3200mhz lc16
Corsair rm 650 (psu)
Fan: 1 intake fan 2 outtake fans (3 fans total) not enough splitters for case fans and if I connect them to psu they run full speed [redacted].
My concern is whether I should overclock my CPU and if so, what speed should I set it to.

The maximum overclock you can reach with your I7 9700k will mainly depend on your cooling system and the airflow in your case.
It will also be influenced by the chip you use (Silicon Lottery).

Honestly, if it's for gaming, you can overclock to near 5GHz (and then some more), but only when you believe the platform will support it. Also remember, you're risking yourself by overclocking, as doing so incorrectly often stems from user mistakes. The key is to learn first before proceeding.

Reaching this target needs BIOS support and a motherboard that allows overclocking.
Research the best techniques to hit your desired frequency and watch some videos.
This example is for overclocking the 9900K, but the principles apply generally.

Take your time with the process, increasing the frequency in stages of 200MHz at a time during stress tests.
