Your i7-7700h scored impressively with a 204 on Cinebench. It looks like you might want to keep it rather than toss it out, especially since temperatures stayed between 87 and 91 degrees throughout testing.

Examine the clock speeds while running. There could be additional background processes using the CPU. This laptop isn't a bad one at all. Have you ever dusted it off? I'm running a 6700hq and 970m combo, yours is simply better, and my CPU is around 1600. That leads me to think this might be a thermal or software problem.

I recently saw another of your posts while revisiting this one, and it seems thermal throttling is really challenging. Suggest cleaning out the dust and getting some fresh thermal paste—Amazon and similar sites are still reliable right now.

Take the laptop out, clean it up, and swap out the thermal paste. This should resolve the problem. Your Asus laptop with an i7 7700HQ is still working well in those tests, so it’s hard to pinpoint exactly what’s causing the issue.

First I addressed the temperature concerns. Then I checked for other potential issues. A good tip: apply plenty of thermal paste—don’t limit yourself to just a grain of rice; using more is recommended since the CPU and GPU don’t have an IHS but still need solid contact.
