Assuming it’s the Steam interface despite its greenish appearance (I initially suspected Fraps, but I don’t observe it when applications are active). Pressing Shift+Tab followed by the ‘In-Game’ area.

I don’t observe any details in the upper-left portion of your screenshot. If you magnify that area, you'll find “141” displayed in green text at the top of the screen. Considering I use a 1440p monitor, it may appear smaller than typical.
