Is there anyone who can identify
this
frame per second indicator (located in the upper-left corner)? I encountered it recently, and it’s causing frustration.
Below
is a record of every process currently active.

Assuming it’s the Steam interface despite its greenish appearance (I initially suspected Fraps, but I don’t observe it when applications are active). Pressing Shift+Tab followed by the ‘In-Game’ area.

Assuming it’s the Steam overlay, despite its green color (I initially suspected Fraps but I don’t observe it when applications are active). Pressing Shift+Tab and selecting the ‘In-Game’ area. The Steam FPS counter within the overlay appears inaccurate.

I don’t observe any details in the upper-left portion of your screenshot. If you magnify that area, you'll find “141” displayed in green text at the top of the screen. Considering I use a 1440p monitor, it may appear smaller than typical.
