Several models featuring the x870 chipset offer strong long-term viability for at least three years ahead. They support a wide range of PCIe versions including v4 and v5.0, along with other interfaces such as USB4.

the cpu will be an AMD ryzen 7 9800x3d, am5
the motherboard should support pcie5 to best accommodate future gpus such as 5080/90
the x670e chipset offers a good balance of price and performance, eliminating the need for additional gpus, ssd... usb4 remains uncertain but will likely be required in the coming years.

Go watch some youtube videos on testing of 5090 on pcie5. This is one example from de8auer but other have similar conclusions.

Pretty much the pcie speed is still much faster than any video card. I doubt even 6090 in two or three years will require pcie5

As others have pointed out, the PCIe 5 aspect is mostly unimportant for users when it comes to system speed. Choose any budget you have and pick the most suitable parts within it.

PCIe5 is no longer essential. Considering the PC usage (Assetto Corsa Evo, VR 4k), the AMD 7 9800X3D, and the 5080/90 GPU, what would be the ideal choice for the MB chipset without needing additional upgrades?
