What options are available within this budget?
I don't think so. The current ceiling is an RTX 3070, and I believe that CPU would be a better fit. If you're running AAA titles or newer games at 1080p, upgrading either CPU or GPU could help, but I still feel a GPU upgrade would make a bigger difference. OP, what are the top 5 games you'd like smoother? Knowing the resolution will help decide where to upgrade.
I mostly play a lot of asseto corsa, elden ring, rocket league, rainbow six siege, bo6
The RTX 3070 is a strong GPU,

Assuming your target resolution is 1080p and you've upgraded your graphics card.
You'd need a minimum of an RTX 4070 Ti to see a clear boost, though this depends on having a sufficiently fast CPU.
If your i5 model can handle it, a 25 FPS gain might seem valuable but could cost thousands?
Is that justified at $800?
Are you really willing to spend such a sum on a setup with an outdated socket?
At 1080p, performance is limited by your CPU. An RTX 5090 wouldn't help unless paired with a powerful processor.
For instance:
The benchmark results for the i5 13400 and 9800X3D in this video used an RTX 4090

Keep in mind the 1080p gap..

The current GPU market is quite confusing.
Upgrading your main system (CPU) will reveal the full potential of your GPU, improve overall performance now, and make future upgrades more manageable at a better cost than just swapping the GPU.
You wanted smoother results. That's the approach.
Eventually, when prices stabilize, you can upgrade to an even better GPU and already have a solid CPU to maximize its capabilities.
I'm investing a significant amount in what I believe will be successful.
I'll keep it to you, based on the sections I shared earlier.
