What option suits you more?
I have an i3 8100 with 16GB RAM and a 768p monitor.
I believe the current display is sufficient for me and I don’t need a 1080p screen.
I’m considering purchasing a GPU but am unsure which one to choose.
Options include the RX 580 2048SP with 8GB or the GTX 1060 with 3GB.
These GPUs are quite expensive in my country.

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used).
Disk drive(s): make, model, capacity, current usage.
List all connected peripherals.
Please verify the GPU's power consumption and confirm whether the PSU can adequately supply the system's needs, especially considering the new GPU may draw more than indicated.

The key point is VRAM. The GTX 1060 only offers 3GB, which might limit playback depending on the game. The RX 580 provides ample 8GB. Another factor is power usage. The GTX 1060 draws 120W, which works well with a 550W power supply, or even a 450W one. The RX 580 requires around 185W and would need a 650W PSU. In 2016, I ran the GTX 1060 3GB GPU smoothly at 1080p; it handled the workload without issues, aside from the limited VRAM. However, when playing more demanding games, the 3GB VRAM became a constraint. I upgraded to the GTX 1660 Ti with 6GB VRAM, which now works perfectly. I also used my GTX 1060 on a second PC for smaller indie games, where 3GB VRAM is sufficient. Consider the types of games you play—GTX 1060 suits casual or light titles, while RX 580 is better for higher-end or AAA games.
That is a crap quality PSU.

From label, you can see that your PSU isn't 450W unit, but instead 354W unit. (Since +12V rail has 29.5A, which: 12x29.5=354.)
And one can not combine PSU rails to magically increase it's output wattage.
For that PSU, RX 580 doesn't happen. GTX 1060 is also pushing it.
Heck, i wouldn't use that PSU to power anything.
So, if you want better GPU, look for better quality PSU as well. Else-ways, it is just matter of time, when your Aures goes "pop", releases magic smoke and fries everything it is connected to (aka your whole PC, including your new fancy GPU).
For a new PSU, good quality units are: Seasonic Focus/Vertex/PRIME, Corsair RMx/RMi/HXi/AXi, Super Flower Leadex Gold/Platinum/Titanium.
Now, i do get that depending on where you live, good PSUs cost a lot. But there are cheaper, mediocre quality PSUs out there that are still far better than the junk you currently have. Those include: Seasonic Core, Corsair CMx/RMe/RM, Super Flower Combat/Legion.

the top power supply brands in my country are quite costly. i purchased one from a friend who had an rx 580 with 2048sp that consumes 150w, along with an i5 3470s. he used it for six months, so i’m wondering what should i choose between the rx 580 and a gtx 1060.
