You should upgrade the RAM rather than the CPU. Your current setup already has 8GB at 1600MHz, which is sufficient for most tasks. The CPU is a solid i5 4460 GX, so no need to upgrade there.

Consider adding another 8GB 1600Mhz unit if you already have a single stick—prices won’t be too steep and it offers dual-channel performance, which is noticeably faster. Then pursue a locked 4790 4C8T 3.7Allcore 4Ghz Turbo, as the K-skews are better than what you’re paying for.

I just upgraded the GPU and believe there might be a CPU limitation. I’m considering adding 16GB RAM and possibly upgrading the CPU to an older i7 model.

Upgrading RAM when CPU is the limiting factor isn't necessary. Your system runs smoothly without it. Checking if you're running at 144Hz might confirm the CPU is the real constraint. If your RAM is single-channel, it could cause delays before the CPU kicks in.
