Consider attempting to power on the device via another computer to check the installed chipset drivers. If it fails, switch to a Ubuntu live USB or similar, back up your files onto an external storage, and then reinstall Windows.

Device Manager shows only the drivers for the OS disk you're using. To view details about the second drive, you may need to check other methods or tools.
