I’m experiencing an unusual problem where launching CS2 sometimes causes the game to freeze at around 200 frames per second, even though I usually see 500-600 FPS. The stuttering persists even after checking files, restarting the PC, or reinstalling the game. What I’ve tried so far includes turning off fullscreen optimizations, adjusting launch options, running as administrator, and reinstalling Windows.

Note: Since I rarely record sessions, I’m playing at a stretched resolution (1280x960), which might affect how the screen appears during launch. This could explain why parts of the screen seem empty or black when starting the game.

From a hardware standpoint, you have a high-end system but a subpar CPU cooler.
What are your CPU temperatures when under load? For example, check with HWinfo64 in sensors mode.
Regarding the game, since CS2 is an online title, it depends on server connectivity. Stutters might occur during verification and DRM checks when connecting to the servers. Network latency from your ISP could also be responsible—consider reaching out to your internet provider for clarification.
Also, confirm whether you're using Wi-Fi or a wired connection, and if any other devices are sharing your home internet.

It seems my PC isn't detecting that CS is open and running in the background, which makes it feel like something is off. Additionally, I use Ethernet with a 600 Mbps connection, which provides very stable internet.
