I own a 13-year-old Rosewill Capstone 750 Watt 80 Plus Gold PSU that caused my unstable overclocking with my 9700k at 5.2Ghz. According to HWiNFO64 and my DMM, voltages stayed within the 5% limits set by the latest ATX standard and often exceeded the reference voltage. However, when I replaced the PSUs, all the issues with my current setup vanished. I think the ripple voltage was likely too high under load, but testing this would require an oscilloscope.

there are items available on amazon and ebay for testing "psu and its cables". they are affordable and easy to obtain.

There's always the paperclip method, but using a multi-meter is better.
Lots of guides out there (all similar for the basics),
here

Still, a frequent problem with many CPUs is their gradual decline, causing them to shut down at significantly lower power than expected. Another frequent concern with the paperclip and multimeter approach is that without any load, even a faulty PSU might appear functional since it can show a consistent +12V reading.

PSU load testers are quite particular. The affordable PSU testers available today mainly check voltages, endurance, and ripple. However, they still can't accurately determine if the PSU can manage a load. Thirteen years is well past the lifespan of the main capacitors, so replacement should be considered as a precaution.

Further testing suggests the old Rosewill Capstone 750W might not have been the problem during my CPU core overclocking, though it had other unusual issues. Sometimes devices connected to the SATA power connectors would vanish, requiring me to shut down the system and reattach the connectors for them to function again.
