Yes, it is possible to undervolt your CPU on an i5 9400f with a b365 pro4 motherboard. It can sometimes reach 1.25V.

The BIOS needs a feature to modify the negative voltage offset. This allows dynamic adjustment of voltage, even when set to automatic.

I think Intel CPUs work well at up to 1.35V. It might function at 1.5V, though I'm not motivated to verify right now. Either way, 1.25V remains acceptable.

1.5 under extreme cooling, only for synthetic benches and records. No reason to run 1.5v for a daily use computer. 1.35 is considered the same maximum.
I regularly push Intel 14nm chips to 1.4 volts under water with little problems.
