When you connect the USB into your new build, what occurs is unclear. Is there a way to access the USB drive? Can you transfer the A8000 Installation program file to your computer?

I'm expecting this because it's happening during the setup phase. I only have visibility on the screen, which displays an empty list of networks.

There is no activity, only the same screen displaying an empty network list. I can connect to the USB on my laptop, but inserting it into my computer doesn't result in any action.

Be mindful of the instructions regarding internet connection.
It is necessary to connect to the Internet when creating a Microsoft account during Windows Setup.
However, you do not need an internet connection if you are setting up a local account during Windows Setup.
Attempt a clean install again, but configure it as a local account first. Pay close attention to Step 16 and its guidance there....
