Offline, a complete reinstall has been proposed. Order 66 is attempting to prevent it, though it might be the only viable choice right now.

Do you know if it's possible to access a higher privilege level than administrator to execute commands in cmd? If so, would that allow me to run those commands directly?

I just thought since you said not as a user, there might be a different way. Do you have any idea why it keeps saying access denied despite running as admin?
