About a month ago I installed Linux Mint and later became bored, so I removed the partition in Windows. However, GRUB wasn’t deleted, which means I still have to type exit before booting into Windows. I attempted using the fix boot command in cmd but received an access denied error even when running as the system user 32. I also tried a USB Windows image and attempted to use it from there, but access was still denied. I ran bootrec/rebuildbcd and it reported 0 identified windows installs. I’m unsure how to access these commands in the command prompt since they don’t work even when I run with admin privileges.

@Order 66
really pleased you inquired, since I was about to ask the identical question. I installed Ubuntu on an SSD using Linux, but it wasn't selected because the buyer didn't want Linux. Even after following a guide to remove it from the installation, the Grub loader persists.
Thank you to @Roland Of Gilead.
I plan to try this tonight.

I'll attempt that later, I'm hoping the cmd can execute the command. That's been an issue before, any command affecting the boot sector is blocked, but other commands function normally.

Click right-click on the prompt and select "run as admin" to test the functionality.

No, I've already attempted that. Even when the system is set to "System 32" or I'm using cmd during a restart repair, access is still denied.

Are you checking if your login has admin privileges? Do you know if another admin account exists and whether you're using a standard or power user?
