I wonder if it might relate to the recent Windows update, yet I question why my monitor briefly went dark.

The problem is in the BIOS, meaning it isn’t tied to Windows.
It occurs with several GPUs, so it’s not specific to one.
You’ve tested with various displays, ruling them out.
Multiple cables were used, eliminating cable issues.
Based on this, I’m inclined to suspect the PSU or Motherboard, just to eliminate other possibilities. I’d expect complete failures instead of blurry output.
As a final option, switch to a different PCI-E slot (even non-16x) to check for slot-related issues. Also, if your motherboard supports a display output and your CPU can use it, try that as well.
I've been working on this for the past three days with no success—I don't know what to do since I don't have any parts to test everything. The RAM tests came back clean, I swapped out the monitor and cables, even tried a different GPU, but it still points to the PSU or CPU being the issue.
So we can eliminate the PCI-E slot as well.
I've never seen anything like this; I'm leaning towards the PSU, but I wouldn't see how the PSU could just result in blurry video output, especially from the onboard GPU. Same deal with the motherboard; I don't see how that could be the cause of this.
To clarify: You've used a second display AND cable to test? And removed all drivers using DDU and reinstalling fresh?
I'm worried about being tested with the integrated GPU before, as that would suggest the issue lies with the motherboard. This is beyond my usual expertise; the best course of action would be to try it with another dedicated GPU and a fresh driver setup, which would completely remove the GPU concern.
