Issue
My GPU and CPU in CS2 handle the workload around 30%-50% consistently, but my FPS stays near ~100 despite these specs. I’m unsure if the CPU is overloading the GPU too much or if there’s another factor at play.
***Apologies for my earlier language issues and mistakes in this forum post. If you can assist, please share your perspective on this situation. I’m open to providing further details if needed.

Thank you for the warm welcome and quick response. Yes, I understand that the CPU is quite old, but I thought this OC could still work. The PSU is new, around 10-11 months old. Before this GPU, I had a GTX 1070, and the PSU was identical. I also added more photos from the game.
This is the only time I’ll call it a real bottleneck. It’s a completely mismatched combination. Even the 1070 was too much.
No overclocking will bridge that big gap.

Yes, that power supply is way underdesigned for a 3070. You’re lucky the GPU never hits full capacity—it’s likely running efficiently.
For gaming, single core performance remains significantly more crucial than multi-core performance. At this stage, it's best to focus on the PSU, CPU, motherboard, RAM, and possibly storage as well. It's wise to prioritize building around your GPU, which serves as a solid component.
but why both of them acting so strange? why cpu not going like 100% on all cores it has so much room for it.

but in here, comparison is with default xeon x5650 mine core clock speed way bigger then here.
why you say underdesigned? its enough room of W for gpu in this system as far as i know...
thanks for your answer!
Game engines are not built to operate at full CPU utilization all the time. You must also take into account the operating system and its operations. Generally, a game engine has a main thread that can create additional threads on different CPU cores, but ultimately all processed data must be coordinated. Your highest FPS will depend on that main thread running at full capacity on one CPU core. View your CPUs as individual cores and you’ll see the maximum performance from a single core. The GPU is limited by what the CPU tells it to do. If the CPU can’t provide clear instructions, the GPU will remain inactive until a new task comes along.
The recommended power consumption for an RTX3070 is around 600W, but this only sets the baseline. When choosing a power supply unit, aim for at least an 80+ rating to ensure efficiency. A unit with an 80+ Gold certification typically generates about twice the heat compared to a standard 80+ unit, which translates to roughly 90% efficiency.
The RTX 30 and 40 series are often praised for their ability to handle nearly double their rated TDP/TGP for short bursts. This capability can sometimes cause the power supply to shut down or even fail entirely. This situation is unlikely for you since the GPU doesn’t consistently push its full potential. A more powerful CPU could increase the risk of instability, and newer processors tend to vary under load. Upgrading to a higher-end CPU might lead to overloading the PSU.
An i5-13500 could work in some cases, but it’s advisable to look for a more suitable power supply if you plan to run a 3070.
Thanks for your answer Eximo.
Appreciate the effort.
I included more pictures from the game thread, and it reached over 70%—definitely not close to 100%. I get what you meant.
Unfortunately, this isn’t great news for me; I’ve been using this PC for about 11 months now, and you mentioned I should upgrade to a new one except for the GPU. 😊
I was expecting Ryzen to work well in the future when patients come in.
Thanks again.
