The translation issue with "memory stick" being changed to "USB memory" was due to the language difference, which is understandable.

To reach the BIOS, you require genuine RAM as well. A bootable USB (Linux?) works, but RAM is still necessary.

Sorry I didn't explain clearly. I was discussing the memory inside the PC, which is installed on the motherboard. Also, yes, it's preferable to use an ISO image for a clean Windows installation. You can find the Windows Media Creation Tool at https://www.microsoft.com/en-gb/software.../windows10. You may opt to make a bootable USB flash drive directly; just remember it will erase everything on that USB before copying files onto it. After the tool completes, you can still transfer files to the USB drive. If your USB is large enough, you can generate an installation media and then place some files in a backup folder.

The CPU voltage fluctuates (0.741 - 1.036V) when idle but remains stable during heavy tasks, though still low (0.886 - 0.906V). The GPU consistently runs higher. From the attached images and videos I recall:

Consider performing a BIOS reset. Disconnect the PC from the power source and remove the CMOS battery for a few minutes. It is typically located at the bottom of the motherboard. After 5-10 minutes, reinsert the battery and power on the PC. I'm not an expert, but I'll do my best to assist you.

first confirm the newest BIOS is present, then apply the optimized defaults afterward.

Important: In my earlier reply I uploaded some videos and images to assist with the diagnosis.
I tested the battery a week ago and discovered my PC lacked a CMOS battery, so I installed one hoping it would fix the issue, but it didn’t help. I also reset the BIOS using the same settings, yet it failed.
I’m beginning to suspect a hardware problem...
Edit: Regarding my comment about "it won't let me respond," I meant the forum, not you, when I tried to reply with a longer paragraph. Thank you all for your support; I truly appreciate it and hope we find a solution. I’ve been dealing with this situation for nearly a month.

Hello
The issue with using inexpensive parts is that the brand of my board (Qiyida for Xeon CPUs) lacks a support page, so I have no place to download drivers or updates. There’s a website on the Internet focused on all Chinese plates—which is quite interesting—and it does allow updates, but I’m hesitant because I don’t want it to become unusable if something goes wrong.
