It happens every few hours when the CMD start-up window appears, and it often gave me a scare. I searched using all possible methods but didn’t find a solution. Now it keeps appearing for a long time. Fixing that annoying pop-up has been really tough since I can’t easily capture the error. After a while, I managed to resolve it after about 3 to 4 years...

Open Task Manager, launch it, and check if the executable appears in the startup section.

It seems the task scheduler is attempting to execute a program that is no longer available. Check the scheduler for any removed items.

Consider using the right-click start menu to launch Computer Management. Check the Windows Logs in the Event Viewer. The issue may appear in the Application or System logs (or elsewhere).
