Consider pressing TAB or right-clicking the desktop and choosing "refresh." Have you attempted a basic restart?

Click the right mouse button on 'My Computer' /Properties/Advanced System Settings, go to the Advanced tab, then Performance, click Settings, scroll down and check for "Show translucent selection rectangle." When you highlight something, a blue box appears. That’s the feature you’re looking for. It seems you can’t fully disable it without seeing what you’re highlighting, but there might be a registry method to turn it off completely.
