No problem. The chip is locked. Just K and X variants can be boosted. The copper core hit its peak near 1GHz, and I haven’t seen anything above 1.2 or 1.3GHz before. Better not try it.
The socket 370 CPU can be boosted, but even after doing so, its speed would fall short compared to today’s chips. For your laptop CPU, overclocking is usually not possible, and its speed and improvement time depend mainly on the cooling system inside the machine. Often both the CPU and graphics card share the same cooler, which means heavy use of the graphics card can slow down the CPU because the cooler isn’t powerful enough to keep everything running at peak performance for extended periods.
You can indeed push the i7-9750H a bit higher, reaching around 5GHz, but the heat management will prevent it from running at that speed consistently.
It's not common to use just one cooler with heat pipes from GPU and CPU. Usually, you'll see multiple coolers for better heat distribution. What you described sounds a bit unusual!
